Actually, no, that is factually incorrect. A State has the right to defend against an attack from another State's territory until that particular instance of attack has ended.
There does not exist any right to "retaliate", nor any right to "preemptive attack".
Both of those are simply acts of war of aggression.
If a State has been attacked from another's territory and they don't resolve it diplomatically, the attacked's right is to bring the matter to the UN Security Council, which then is to consider potential sanctions which may be of many types including economic and even deciding that the attacked State is given the right to go to war against the attacker, for example if the attacks keep reoccurring. In the latter case the attacked State does then have a legal right to go to war without it being a war of aggression, crime against peace.
Both Israel and Iran keep claiming fictional rights to "retaliate" or "preempt" as justifications for war, but those do not exist, for any State equally.
Not my opinion or wish. It's the States' system as they have designed it and all States agree to by declaring themselves States, is a part of the UN Charter and similar.

Israel bombs indiscriminately everywhere internally so safety would only be had if leaving,
but Turkey previously blocked the border previously to please Fascists in EU, strengthening the Iran-regime's grip on power,

The definition of when a war between States starts is when the first bullet, other missile (what to do in the case of hostile Internet-packets is still being debated by scholars and other experts) or military force passes the border without invitation from the de jure (or by modernized definitions also other de facto) territory holder.
Unless USA had an invitation from the Iran-theocracy to come bomb, then USA is at war, committed an act of war of aggression, crime against peace, and is as a result at war until diplomatic resolution of one form or another is achieved.
A State can be at war against another State or against some domestic groups with Geneva Conventions compliant armed units.
States can NOT be at war against abstract concepts like "terrorism", "cubism", a "nuclear programme" (doubly so as even its existence is disputed), "gravity" or "the color chartreuse".
It is by the relevant definitions of the words not possible.

Today, Monday, June 23, 2025, Evin Prison was targeted by an airstrike. As a result of the impact from fighter jets attributed to Israel, parts of the administrative buildings, medical facilities, and the judicial office of the prison were severely damaged and destroyed.
Following this attack, a section of Ward 4 collapsed, windows and glass were shattered, and the interior space of the prison was destabilized. Simultaneously, many prisoners, in fear and seeking to save their lives, took refuge on lower floors, which resulted in injuries to several of them.
The prison's medical facilities have been effectively destroyed, and there are no initial resources available to address the condition of the injured inmates. Despite the deteriorating condition of some of the wounded, prison authorities have refused to transfer them to medical centers outside the prison, effectively leaving them without any care.
Meanwhile, instead of providing aid, security forces and prison guards have heavily secured the prison by deploying extensively in the wards, creating a highly secure environment. Threats, intimidation, and pressure on prisoners have increased, and we are facing double repression.

Isn't it great? I think I need to listen to the whole thing. I haven't in a while -- but seems quite resonant.
When the album came out, Lou Reed toured and I got to see him at Berkeley High School (I was a grad. student). Anyway, it was Bucket List kinda stuff getting to hear him play these recent songs and Take a Walk on the Wild Side et al.
