in California, citizen's arrests are permitted under Penal Code 837 PC. Any citizen can arrest another person for a misdemeanor committed in their presence or if they have reasonable cause to believe the person committed a felony. They may detain the individual until they can safely and securely turn them over to appropriate law enforcement. Same law that lets security guards detain shoplifters until police arrive.
