I do too. I suspect some of the original genesis of some departments may be factors in why (some began as efforts to recapture escaped enslaved people) but it does seem there is more to it.
I vaguely remember there being a documentary about the dynamics that lead the LAPD to be as they are. It may have come out 20 years ago. Some bigotries may have become baked into the internal culture early on.

And then they all get trained by a guy who has no military experience but gets the contracts and teaches them to shoot first, ask questions never, lie when you speak.
