I don't know what the difference between those things is. Gift cards don't have independent fluctuation, I guess, but otherwise?
I suspect the legal argument would revolve around the 'stable' bit; your stablecoin, like your gift cards, is always worth $X at your store.
(Gift cards traditionally trade below par because they're not as good as actual money, since you can't redeem them for cash. If you can turn corporate stablecoins back into cash they could trade at par. There's a whole lot of AML/KYC issues but well those are getting waved aside in a certain country right now.)
