Being on minimal fuel could be the result of poor planning.

This is JetBlue, which only recently started flying transatlantic, and it's a a321LR, so a narrowbody as opposed to the more common widebodies on this route (jfk-lhr).
airliners must always have enough fuel onboard for the worst case: they try to land at the destination, do a go-around, then have to fly to their alternate and land there, landing above minimum reserves. So when you see a plane in a holding pattern then divert, it may be because they were about to drop below the "alt+min" fuel on board.
It is correct, if you end up with below minimum fuel, to declare emergency; but you are very much never supposed to end up in that situation, so there's a lot of paperwork to do afterwards, so I hear.
