That's an easy one. We define the difference in distance flinged. Flung? Flang? A biscuit is any item that achieves less than ten metres and a cookie is anything over. It's obviously confusing because that means lots of other things fit into these categories. A dog for example is a biscuit. Frisbee is a cookie. Some very small dogs can be a cookie.
