The weight of some of the reusable packaging would be an issue for disabled people in the world the US is in now. However, I think it would be less of an issue for many if we rolled back some of the car-centrism and corporatization that happened in the intervening years since we used this packaging.
That is, if stores and pharmacies and other businesses were all around you like they used to be - if we had real mixed use on a human scale instead of car scale, you would not have to carry yr
