I don’t know for sure either, but my guess is that because it is very common in scheme to define procedures like this:

…so Guile is probably doing one the same thing on let bindings. It probably does pattern matching to assign names to lambda procedures, but only 1 level deep. So if you wrap it in identity the pattern does not match and the name is not assigned.
