Sometimes my Wacom tablet behaves strangely. Pen clicks can activate windows and bring them to the foreground, but do not cause a "click" to be delivered to buttons and text areas.
Forcefully unloading and reloading the Wacom driver sometimes helps.
But on days like today, "init 3" followed by "init 5" is necessary to make things work again.
