URIs vs URLs is confusing. With Linked Data, you can also be confused about what is an API and what is data.
all names are references, it's just that some of them come with an implied protocol for dereferencing. "URN" vs "URL" vs "URI" discourse has set back a lot of people by making them think there's a difference, when there mostly isn't.
likewise, an "API" is just a set of names that can be used to do things. the simplest thing you can do is dereference those names and get some kind of representation as data.
I was rereading the URI RFC the other day and astounded but pleased to see it noted the m Names and Locations are not exclusive categories but that a URI can be both
As a concrete example, ni://example.com/sha-256;B_K97zTtFuOhug27fke4_Zgc4Myz4b_lZNgsQjy6fkc
i was more getting at how a location is also a name -- "that thing over there" binds to whatever is "over there", but it is still a name, a symbol, a reference, and so on.
the name "URI" was an attempt at getting away from the endless discourse going nowhere, by trying to get people to stop thinking of "location" as meaningful. indeed, you never arrive at a destination, you only ask for a name and get info back via an unknown number of intermediaries and name translation.
