To be clear, Trump does not have the authority to do this. The constitution explicitly states that "The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators"
That is, federal elections are governed by the states and by congress, not the president.

From my understanding of the paper, they've found an imbalance in number of galaxies spinning each way (it should be 1:1), and the imbalance varies across the sky (see diagram) in a pattern that mostly aligns with the plane of our galaxy
The question is why

If the frame of reference determines the facts (all galaxies turn CW from our FoR), is that a privileged frame of reference, or is there some way I’m not thinking of where all galaxies everywhere are predominantly turning CW no matter what the frame of reference is?
CW/CCW needs a reference frame, so how can all galaxies favor CW from everywhere
