I'm thinking this is more about bullying establishments into being afraid to host drag and lgbt events if it's going to cause them a bunch of hasseling by the state gov. Once you set a few examples many business owners will perhaps begin to obey in advance and self-censor.
Same tactic they always use, similar to what they dud with abortion; you go after the doctors and hospitals and make it too legally and financially risky for them to fight.
