In my game, towns on the moon are largely autonomous, out of simplicity for a small-world game by a solo developer. But even there, the towns support each other often as needed, NPCs move among them temporarily and permanently, and the towns collectively coordinate the development and maintenance of shared infrastructure, like the space elevator and train system that connects them (which the player arrives on).

They also collaborate in various ways with communities beyond the moon. They’re part of a voluntary association of sapient societies (the Harmony Project) which shares a lot of information resources and open source tech that the town uses (e.g. the universal translator used to talk to NPCs, 3D printer models for everything from medical equipment to the latest multi-species drinkware). Tinkerers in town come up with innovations that they share offworld too, often through knowledge hubs in nearby universities where they went to study (which many of the NPCs in the game did).

In our world today, many types of community groups self-organize internally, then choose how to interact with systems around them. They might buy and sell goods and services outside of their group based on rules set by others, and they might choose to opt out of some external systems and set up their own (e.g. living off-grid, growing some of their own food, seeking exemptions to certain laws of surrounding jurisdictions if they enforce their own social norms internally, etc).

The existence of many different groups doing various forms of that doesn’t mean that those examples don’t scale. I think they show that communities have choices, and that’s exactly what does scale. And I think it actually happens more often than we think, even in what looks at a glance like a uniform hierarchical society. Poorer communities in the US often have to provide at least some of their own services when established authorities or corporations fail to do so. In a better world, they wouldn’t be doing so alone.
