‼️ Ninth Circuit panel just issued an administrative stay of Judge Breyer's order. Trump's activation of the California National Guard will remain in effect at least through Tuesday, when panel will review lower court’s TRO.

The panel is made up of two Trump appointees and one Biden appointee.

Ugh. #LawFedi

I guess "TROs aren't appealable" is now one of those old-fashioned outmoded legal principles like socage, or the comma rule of interpretation of property grants.
