In the name of performance/speed the system will choose what is good for you, you don't get to tell the system what not to do.
It is an automated FEATURE IBM's systemd provides ... for who we don't know.
Read up about opennic project and their dns servers and attempting to implement it with systemd ... becomes an issue.
