base64 has nothing to do with encryption. It is an encoding initially used to send binary files on e-mail and usenet. As the servers choked on unencoded binary files due to control characters they used.
I used dd to get some characters from the /dev/urandom device and used base64 to make sure all the random bytes became visible characters you could use in a password.
Of course it could generate characters that some sites would not allow. So, a script would be needed to be sure that those characters are excluded. You could write a really simple python script to do the same. I just like using the native 'nix tools for things out of the box. I find it interesting. I also use that technique to generate key files for encryption programs to add entropy. I make the keys about 4kb (4096 bytes).
Did you know you can use base64 to encode an image file? Then include it in a webpage as just text.
