ICE has "disappeared" at least 2/3s of the over 1,800 prisoners in their camp in Florida, using deliberately shitty recordkeeping to claim they don't know where the people they kidnapped are. Intelligence agencies use a variety of coercion tactics, though directly coercing people to kill others is illegal. When they do use this method they typically use intimidation, manipulation, or exploitation to compel individuals to act in a manner that serves their interests.
Intelligence agencies might collect sensitive or damaging information about a target individual and use it for leverage. Often through monitoring their online and/or criminal activities. They select their target and isolate it from his or her community or family.
By threatening to reveal this information, such as criminal activity such as child rape, infidelity, LGBT shaming or financial misconduct, they can pressure the person into cooperating.
Agencies may use psychological tactics to manipulate and influence targets. Often targeting young, male, and isolated individuals that are easily susceptible and indoctrinated.
Take for example “Alex,” 17, male, lonely gamer approached on Discord. A recruiter posing as an extremist or group finds Alex, who spends long hours in gaming chats and isolated after changing social settings such as moving cities, Covid confinement, divorce, or ending school.
The recruiter starts by joining the same Discord server, playing with him, praising his skills, and privately messaging him to “check in” when he’s upset. Over weeks they:
1. Build rapport & trust: casual compliments, shared jokes, memes, trauma bonding, private attention; the recruiter positions themself as a reliable friend and mentor or love interest.
2. Exploit grievances: they steer conversations toward topics Alex already worries about (school, bullying, perceived unfairness, masculinity, body image, political insecurity) and offer a simple, convincing explanation that blames “outsiders”, “others” or a corrupt system.
3. Provide identity & purpose: they describe a tight, heroic group that needs people like Alex; they emphasize masculine roles (defender, warrior, knight, revolutionary ) that appeal to his age/gender identity.
4. Isolate & radicalize: the recruiter encourages him to distrust certain family members, media, celebrities, ideologies, or influencers, moves conversations to encrypted apps, and shares propaganda, memes, and step-by-step “how-to” guides (logistics, avoiding detection).
Then once the target is primed & listening the recruiter has several options to turn talk into actions; they can either directly engage in planning and providing logistical or practical support or plant the idea for an action, allowing Alex to believe this came from himself.
An individual with strong beliefs can be easily manipulated by an agency that frames its activities as serving a "greater good". The agency might appeal to the targets sense of patriotism or ideology to convince them that killing someone is a necessary action for their cause.
A good recruiter isn’t visible to a target or authority, especially if dealing with encryption. They can operate as a secondary or third relation from the target. They can even recruit a target into indoctrinating a scapegoat outsourcing the action and erasing the op trail.
