An individual with strong beliefs can be easily manipulated by an agency that frames its activities as serving a "greater good". The agency might appeal to the targets sense of patriotism or ideology to convince them that killing someone is a necessary action for their cause.

A good recruiter isn’t visible to a target or authority, especially if dealing with encryption. They can operate as a secondary or third relation from the target. They can even recruit a target into indoctrinating a scapegoat outsourcing the action and erasing the op trail.
