Is it three-quarters when there are four beats to the bar and the third note is held? Lots of rock is like that.

3 quarter time is always 3 beats to the bar. The time signature you're describing is 4/4 regardless of the timing of each note. One possible configuration of what you describe is 3 eighth-notes and one 5/8ths note, which is awkward.
