That was the legal business model of Publisher's Clearing House.
As long as they claimed that it wasn't necessary to subscribe to any of their magazines to participate in the sweepstakes, it wasn't. There's no denying, however, that the money paid to sweepstakes winners was dependent on subscription sales.
