All of my fave GIFs are smaller and of a 1990s flavor, especially when a spam-hacking operation invaded my Win98 machine via which I got their info and invaded THEIR machine to swipe 'em.

There were no CFAA violations in the early 1990s. New rules came about BECAUSE of entities like the ones I described (Yatoula and Xiti, both of which have been out of business since then).

I don't doubt it about the masto vids, but the account I'm posting from is a Friendica instance and it doesn't do videos, so there's that.

the GIFs you attached show up in my timeline as vids, I’m not sure whether they get auto-converted by my instance or yours

Ah. They're uploaded as GIFs because Friendica doesn't do vids, so it's clear they've been converted. Can't say that I see the logic in that design.

@claralistensprechen5th I’m pretty sure it’s a bandwidth decision, since (e.g.) a 1.4MB GIF will convert to a 73KB MP4^ without any noticeable loss of quality

convert once from GIF to MP4 on upload (or federation of toot), serve the MP4 version for a 20x reduction in bandwidth 💁‍♀️

from my own experience working with websites, MP4 is still much more widely supported by browsers than either WEBP or AVIF, which I’m assuming is why the conversion to video instead of another image format

^ based on a GIF / MP4 pair in my photo library that was converted by my masto instance on upload

Ah--I was wondering about that, and yes there is a file size limit such that elaborate animated GIFs won't upload to a Friendica instance either. The fewer frames, and the smaller pixel numbers, the better.
