How do I cite a paper Microsoft has written and published on Google Drive?

You have a right to cite any resource you use. It does not matter who authored it or who distributes it. That does not mean you have a right to distribute the content. Check the copyright.

Merely linking to a document that is publicly accessible, unless you entered into an agreement not to, is not illegal. Downloading and then redistributing the content could be a violation.
