I don't think it's about the quality of the liars so much as the intensity of the lies.

They're similar. The only difference is that SNL isn't poking anywhere near the level of fun that was poked at Spicer.

she is not believable in the least but has a brazen disregard for the truth and firm commitment to her lies. One can imagine Trump committing the most atrocious depraved acts on her closest loved ones in the room right next to her while continues a press conference insisting that the Democrats are the ones doing it.

I’m taking your poll in the spirit I think it was intended. That is, a “better liar” is one who has mastered the craft of lying so well that they are shameless in their presentation, but not necessarily convincing in their delivery. Following that logic a “best liar” is the superlative of the craft. That person would be so convincing that they would completely dupe most listeners. She’s definitely more accomplished at her craft than Spicer could ever hope to be, but her peddling of propaganda is so thinly veiled that she’s not convincing. However, if by “better” or “worse” you mean it as a value judgement, she’s far worse than Spicer. He, in the end, had a measure of integrity. She has none.

Randahl, you should have a recurring poll every week called "Best Lie of the Week", featuring real lies told by Karoline Leavitt, Donald Trump and Mike Johnson. Then create a graph over time to determine the true winner. I'm sure the bookies in London would love to take bets on it.
