in reply to Tom Grzybow • •3 quarter time is always 3 beats to the bar. The time signature you're describing is 4/4 regardless of the timing of each note. One possible configuration of what you describe is 3 eighth-notes and one 5/8ths note, which is awkward.

Cases in point: "Four In The Morning" (Faron Young) and If I just say "Tucson" I'll have to narrow that down to the one Mel Tillis sang. There are so very many examples.
"No one wants to go down to Tucson in the summer, so that's why the boss chose me" is how the Mel Tillis song starts out.
