Congress decides taxes, etc and then decides where those funds go to, then the "executive branch" (President) executes their decisions.
There is absolutely nothing, at all, that says otherwise in the Constitution of USA.
It is actually childrens' level reading comprehension, so I understand it is difficult for the Tangerine Hate-Clown to understand.
This is not me saying the Constitution of USA is excellent, just that Trump actually factually literally "solemnly" swore to "preserve, protect and defend the Constitution of the United States", twice, at worldwide broadcast inaugurations.

STUDY with TWO interesting findings:
1. Use of Azelastine nasal spray decreases the risk of #COVID19 infection. It is available OTC under the brand name Astepro Allergy.
2. They tracked people for 56 days using the antihistamine and a placebo, and 6.7% of the placebo group got infected. If that percentage of people gets infected every two months, that would suggest people are reinfected every 2.5 years. (I expected shorter.)

Pon el precio que quieras al mes y multiplica eso por miles de años. Es una locura. Además, están aportando un dinero ahora para cubrir esos costes, pero cuando lleguen, esos costes serán mayores (por el IPC, y porque hacen mal la evaluación y habrá sobrecostes).
